Abstract:
The article took 26 mountainous counties in Zhejiang Province as an example to explore the advantages and conditions of the Public-Private Partnership (PPP) model for comprehensive land improvement, as well as its performance evaluation methods. The PPP model for comprehensive land consolidation could effectively alleviate the financial pressure on local governments. This article analyzed the natural and economic environment of 26 mountainous counties in Zhejiang Province and discussed the potential of using the PPP model for comprehensive land consolidation. Meanwhile, in order to achieve scientific evaluation of land comprehensive improvement PPP projects, the article proposed suggestions based on the existing problems in performance evaluation, providing reference for project evaluation and operational adjustment.
