Abstract:

This paper takes Longquan City，Zhejiang Province as a case study to explore the current status，challenges，and countermeasures of rural land transfer. The study finds that although the land transfer rate in Longquan has been increasing year by year，several issues persist，including weak infrastructure in mountainous farmland，inadequate land transfer management mechanisms，the impact of the "non-grain" policy，and farmers' conservative attitudes. Therefore，this paper proposes that improving production conditions should focus on the mechanization-friendly transformation of terraced fields in mountainous areas，changing farmers' perceptions through enhanced publicity and policy incentives，and establishing a sound land transfer service system based on digital platforms. These measures aim to promote the standardized，efficient，and orderly development of rural land transfer in Longquan，providing insights for similar mountainous counties.
