Study on the recycling and disposal mode of waste agricultural film and its optimization:based on the practice in Zhejiang Province

Abstract:

To systematically assess the operational efficacy of the waste agricultural film recycling and disposal system in Zhejiang Province,explore the existing practical challenges,and offer a scientific foundation and policy references for promoting the green transformation of agriculture and the construction of "zero-waste cities",this study employed an interdisciplinary methodology to investigate the utilization and recycling of agricultural films in Zhejiang Province. Through on-site investigations,in-depth interviews,and policy text analyses,the study comprehensively organized the current characteristics of waste agricultural film recycling and disposal in Zhejiang Province,conducted a profound analysis of the existing issues,and proposed optimization countermeasures based on typical cases.The study revealed that Zhejiang Province had achieved remarkable outcomes in waste agricultural film recycling in 2024,with the average provincial recycling rate exceeding 95.00%. Nevertheless,there were problems such as the low efficiency of the recycling system,prominent bottlenecks in technological substitution,weak policy incentives and guidance,and insufficient coverage of the monitoring network. Based on these findings,four optimization approaches,optimizing the recycling system,overcoming technological bottlenecks,improving incentive mechanisms,and building monitoring networks,were proposed,providing the replicable and promotable Zhejiang experience for the national waste agricultural film recycling and disposal.
