Seeds serve as the “chip” of agriculture,with seed quality directly underpinning national food security,the effective supply of agricultural products,and the competitiveness of the agricultural industry. Based on the supervision and sampling inspection data of 3 507 crop seed batches in Zhejiang Province during the 14 th Five-Year Plan,this paper analyzed three quality indicators:purity,germination rate and moisture content. The results indicated that the overall qualification rate of crop seed quality in the province remained between 92.6% and 96.9% during this period,showing a steady improvement compared with the 13 th Five-Year Plan period. Specifically,the average five-year qualification rate for grain and oil crop seeds was 98.3%,for vegetable and melon crop seeds was 89.2%. Excessive moisture content was the primary limiting factor for unqualified crop seeds,followed by germination rate. On the basis of elucidating the current quality status and its causes,this paper proposed improvement strategies from four aspects:strengthening policy support and safeguards,enhancing seed quality testing capabilities,tightening seed market supervision,and promoting the expansion and strengthening of enterprises. This study aimed to provide a reference for seed quality supervision and the high-quality development of the seed industry during the 15 th Five-Year Plan period.
