摘要：

农产品批发市场是农产品流通体系的重要环节，其前期规划设计的科学性直接影响市场后续的可持续发展。针对当前农产品批发市场规划设计研究的不足，以江浙沪三地典型综合农产品批发市场为例，构建了“科学决策—总体规划—运营设计—弹性研究”一体化的规划研究框架。研究发现，农产品批发市场定位与选址之间存在双向逻辑关联，面对不同时代环境，应相互协调，形成明确的逻辑关系。容积率作为市场开发强度的重要指标之一，取值1.0左右更有助于推进市场经济活动。业态布局方面，比例过高的市场配套商业会影响交易核心功能。市场内部交通建设也是规划研究的重点之一。弹性管控需要包含“平急两用”的兼容管控机制，提高市场韧性。本研究结果为新建农产品批发市场的规划建设奠定基础。

Abstract:

Agricultural wholesale markets are a vital component of the agricultural product distribution system，and the scientific rigor of their preliminary planning and design directly affects their long-term sustainable development. To address the limitations of existing research on the planning and design of agricultural wholesale markets，this study examined representative comprehensive agricultural wholesale markets in Jiangsu，Zhejiang and Shanghai and developed an integrated planning framework encompassing scientific decision-making，master planning，operational design，and elasticity research. The results revealed a bidirectional relationship between market positioning and site selection. Under different socioeconomic conditions，the two should be coordinated to establish a clear and coherent planning logic. As a key indicator of development intensity，a floor area ratio of approximately 1.0 appeared more conducive to market operations. Regarding the functional mix，an excessive proportion of supporting commercial facilities may undermine the core trading function of market. Internal traffic organization should therefore be a key consideration in planning research. Elasticity control should also incorporate a dual-use mechanism for routine operations and emergency response to enhance market resilience. These findings provide a reference for the planning and development of new agricultural wholesale markets.
