The foundation,logic,and path of the development of new quality productive forces in fisheries under the goal of modernization

Abstract:

This study aimed to clarify the developmental foundations and key challenges of new quality productive forces in the fishery sector,and to examine the underlying logic and strategic pathways through which such forces contribute to fishery modernization. By integrating quantitative and qualitative approaches,the study first reviewed the industrial foundations supporting the development of new quality productive forces in fisheries,and then identified major constraints from the perspectives of 3 key elements of new quality productive forces through statistical and comparative analysis method,and further elaborated the mechanisms and pathways by which new quality productive forces facilitate the achievement of fishery modernization. The results indicated that,building upon the solid industrial base established under a development model centered on aquaculture,addressing challenges at three levels:fishing workforce,labor targets,and means of labor,new quality productive forces can effectively enhance total factor productivity in fisheries by fostering technological innovation,promoting green development,and advancing the construction of a modern fishery industrial system,thereby providing strategic support for fishery modernization. On this basis,the study proposed policy pathways including the integration of breeding,propagation,and extension in the aquaculture seed industry guided by market demand,the promotion of smart fisheries and green aquaculture technologies,and the improvement of mechanization levels,with the aim of supporting the transformation,upgrading,and sustainable development of the fishery industry.
